Franklin County Technical School (FCTS) is proposing to utilize Perkins funding to support a contractual service that will expand its Chapter 74 Automotive Technology program to include motorcycle technology, through a strategic partnership with NOVA Motorcycles of Turners Falls, Massachusetts. This expansion responds directly to increasing student interest, regional workforce demand, and the school's commitment to preparing students for diverse and evolving career pathways in the transportation cluster.

      1. Student Interest and Career Exploration

Motorcycle technology has emerged as an area of strong student interest at FCTS, especially among those seeking alternative or specialized pathways within the broader automotive industry. By incorporating motorcycle and small engine repair into the existing Auto Tech program, students will gain exposure to a wider range of technical skills. This directly supports student engagement and expands postsecondary and employment opportunities in both traditional and nontraditional transportation careers.

  1. Industry-Driven Instruction through NOVA Motorcycles

The partnership with NOVA Motorcycles, a respected custom motorcycle design and repair business located in Turners Falls, MA, provides FCTS with access to highly skilled professionals, modern equipment, and real-world industry practices. Through a contractual service agreement, NOVA will support the program expansion by:

Delivering specialized instruction and hands-on demonstrations.

Assisting in the development of curriculum aligned with industry standards.

Providing insight into emerging trends in motorcycle technology, including customization, fabrication, and diagnostics.

Hosting students for job shadowing or future cooperative education opportunities.

This collaboration ensures that students are being trained with up-to-date practices in a live industry setting, helping bridge the gap between classroom learning and workforce readiness.

  1. Local Economic Relevance and Workforce Need

Franklin County's rural geography makes it a strong market for motorcycles, ATVs, and small engine vehicles, used for both recreation and utility. Employers across the region, including powersport dealerships and independent repair shops, have expressed the need for skilled technicians in this field. This expansion supports the Pioneer Valley Labor Market Blueprint's priority to develop a responsive and dynamic CTE pipeline that meets local industry needs.

  1. Program Development with a Scalable Approach

Utilizing a contractual service allows FCTS to pilot the motorcycle technology program without the immediate cost of a full-time staff member. This flexible approach supports quality implementation while enabling the school to evaluate student interest, job placement potential, and long-term sustainability. The partnership with NOVA also helps build capacity among FCTS instructors through mentorship and co-teaching opportunities.

  1. Alignment with Perkins V and Chapter 74 Goals

This initiative aligns with the goals of Perkins V by promoting innovation, expanding access to high-skill, high-wage, in-demand careers, and increasing opportunities for nontraditional student participation. It also strengthens the Chapter 74 Auto Technology program by diversifying the technical training available to students, supporting both college and career readiness.
